Paysera: Lithuania’s First Electronic Money Institution
What is Paysera?
Paysera is one of the best-known financial technology companies in the Baltic region. Formally it is not a bank but an electronic money institution (EMI), yet it offers a wide range of services very similar to those of traditional banks. The legal entity is Paysera LT, UAB, headquartered at Pilaitės pr. 16, Vilnius, and registered on 13 October 2004.
History and Development
It all started in 2004 with three employees and a company name no longer in use, Elektroniniai verslo projektai, later EVP International. In 2006 the company launched its payment processing project
www.mokejimai.lt.
The turning point came in 2012, when Paysera became Lithuania’s first licensed e-money institution. The licence covers Lithuania and all EU countries, and expansion abroad began at the same time, with the payment portal introduced in 2013 under the name Paysera. In 2019 the company welcomed its 200th employee, launched Google Pay and Samsung Pay payments and purchased an office building in Vilnius. In 2025 Paysera acquired the card issuer Contis, securing service continuity for 165,000 clients. Since October 2025 the company has been led by CEO Dr. Justina Šidlauskienė.
Paysera Today
Paysera provides services in more than 100 countries, with over 700 employees and 400,000 clients. In 2024 its clients performed more than 10.6 million transfers in over 20 currencies, totalling over 12.1 billion EUR. The network covers Lithuania, Latvia, Estonia, Romania, Bulgaria, Albania, Kosovo and Georgia.
Specialisation and Services
Paysera offers a payment gateway for e-shops, money transfers, currency exchange, payment cards, an event ticketing platform and a mobile app for managing finances. The account can hold 30 different currencies at the same time, and opening it is fully digital, without opening or monthly maintenance fees. Clients’ money is kept separate from company funds, so it would not be affected even in the event of the company’s bankruptcy.
Two IBANs: Lithuanian and Bulgarian
What distinguishes Paysera is that each account has two IBANs: a Lithuanian one and a Bulgarian one. The main account carries a Lithuanian LT IBAN, and in the autumn of 2019 Paysera launched virtual Bulgarian IBANs for all accounts, provided in partnership with Postbank (Пощенска банка). For clients transferring from an account at the same bank, the transfer is intra-bank and the funds arrive instantly; from other banks it is executed within one day.
For businesses, Bulgarian companies can open a free company account without opening or monthly fees, and their managers may be Bulgarian or foreign citizens. Paysera also offers budget payments for Bulgaria.
